I spent part of Friday with a friend who is a Palm rep and heard nothing about it from him. The Palm OS is made to sync well with MS Outlook etc and I am not sure that they feel there is any need for them to include MS as the operating system on their phones.
Haven't heard the rumor you allude to, did you read this somewhere ? Did they offer any documentation?
