Hi Coul,

To answer the question in your title, most recent cell phone models can be used as modems for PDAs. I found an article that discusses this topic in-depth at http://www.mobiletechreview.com/tips/wireless.htm. This article (http://mobileoffice.about.com/...hone/a/cellmodem.htm) is also very informative. It's geared more towards using cell phones as computer modems, but a lot of the information will probably still apply.
