I am wanting to switch over to Fido's promotional Fido-to-Dido $25 deal, which expires in August. Thing is, my plan isn't up until September, and I'm going to be out of town before that, so I basically would need to sign up for the contract in July. But I really don't want to pay the $100 fee-but I heard that you can suspend your service on Bell for, like, $10 a month? Can I just do that until my contract is up? It would save me alot of money.

With some carriers, switching from your current plan to another plan (such as a "Vacation" plan where they simply let you tread water for 30-90 days for $5-10 a month) also automatically renews your 1 yr or 2 yr agreement, so ask your carrier specific questions before doing so.
