Phone Restricted - Enter Restriction Code

My Phone is a NOKIA
Type RH-9
Model 3510i

Changing from an Irish based sim card to a Kenya based sim card.
I am asked for the Pin Number
When I enter the new Pin Number I get ‘Phone Restricted’
I am then asked to Enter Restriction Code:
How do I discover this code?
(Note: I do not have original documentation which came with phone;
I do not have original documentation which came with Irish Sim card.
I don’t have easy access to Nokia technicians here.)Can you suggest any way around this?
