Do you have insurance on the phone? If so, find out what they will and will not cover to see if you have a viable option there. Ask about deductible, etc. If you have no insurance or possibly of replacement from it, then you have basically nothing to lose in trying further measures. There may still be water inside the phone. Opening the phone up may have previously voided your insurance, but now might as well go for it. If you are able to remove the back or the front face plate or both, do it. Dry the phone completely in a very warm dry environment for a day or so. (Microwave not recommended!) Try it again. Hope it helps. If not, scour the Buy Sell Forum here and elsewhere as well as eBay. Before buying, obtain the ESN from the seller and verify with your carrier that the phone can be activated on their network. Give us a report back how goes it with this situation.
