Many carriers will "lock" a phone that is being shipped to a customer so that if it is not delivered, lost, stolen etc then it can't be used to run up a big bill in the new owner's name. An unlock code usually needs to be entered. Contact your carrier and ask for your unlock code and how to do it. It should have been given to you when you ordered the phone. (It will not probably be on any paperwork that is shipped with the phone , that would defeat the purpose of locking it.)
